Finding anyone on IRC when you do not know the network they are on, is almost futile. Why not just try to check the phone book and find a phone number if you know his name and that he's probably living near you, as you said. There are also other online and offline methods of looking people up when their phone numbers aren't listed or you don't know where they live. Any of those methods will be better than trying to look on IRC without knowing a network.
