Typically, you do not need to open/forward ports when *downloading*. Problems resuming are usually caused by routers that use NAT.
Actually, unlike normal DCC which requires the sender to have open ports (unless in passive mode), resuming requires the receiver to have open ports, which requires the ports to be opened in their firewall and router.
