Why not try this

On *:HELP:#Channel:/msg $chan $nick was halfopped!
}

i think that will work....im not sure...i havent tested it so all i can say is try it

or

on *:HELP:#Channel:/echo -s $hnick was halfopped!!
}

Like i said im not totally sure on this...
