Only if someone has already written it up, in which case a search (which you should've done before posting) would've returned it (or possibly more than one).
You might also check sites like

mIRC Scripts for what you want.
I find it hard to believe that you wouldn't be able to find something on those sites, or one of the sites that have links from them.
