Granted this will still require a bit more knowledge, but your best bet would be as follows: Download/install an rss feed system on the forum (assuming it's your forum), thenhave the bot connect, download the rss, and relay the information.
Keep in mind this requires knowledge in the forums editing field, parsing of an RSS page, and mIRC sockets.
