Dependly of the server you wanna create your channel, but basicly you need do this:
you need enter on the channel you wanna create, like genius_at_work said:
/join CoolChat
and then you need register these channel, try type:
/chanserv register #CoolChat Password Description
then these channel its gonna be your, and you gonna be channel operator (@), for this moment you are able to controler your channel.
