mIRC is well worth the $20 to register. It is a one-time fee and you get free upgrades after. If you plan on using mIRC for a long time, you should do the right thing and register. Khaled is being very lenient by allowing people to use mIRC after the 30 day trial period, he could have made it so mIRC would stop working until it was registered.
And after 10 years of being the IRC client leader for the windows platform, mIRC is probably the most reliable client you will ever use. Take it from me, you won't be disappointed.
