I found the website to this IRCd (
http://wircd2k.sourceforge.net ) and couldn't find much information on the configuration file setup. I would recommend another IRCd though, UnrealIRCd is popular and isn't that hard to setup. The doc's are included with the download and every thing you need to know about it can be found there and on it's website.
