It might be that your campus doesn't allow connections for programs like mIRC. The only thing I can suggest is that you find out who is in charge of the campus network, and ask them if this is permitted. If it is, then they'd be better equipped to resolve the problem, and if it isn't then you're going to have to wait until you're home to use mIRC
