mIRC has a built-in AOp list, see /help /aop.
Example: /aop arnie #mirc 3 would add 'arnie' to the #mIRC auto-op list. The '3' adds the person's *!*user@hostname. When you use the commnad, the person must be online for you to specify a number at the end, otherwise you need to manually add the address.
Do note, this works only if you're online and opped in the channel, it's not like a magic ChanServ system or anything.
