No, you cannot /whois someone if you just have their address.
There is a /who command which may reveal the nickname of a user from a particular address but due to the fact almost everyone is +i (invisible) nowadays this is usually close to useless. However, you can try using the /who command, the switches for it differ from network to network so try the #Help channel on the network you use.
