Voice (mode +v), means someone can speak in a Moderated (mode +m) channel. Modes are ways to control different things inside a channel, or different settings for a user. See /help /mode for some more info.
People with a '+' next to their nickname are voiced users. Some scripts or modes may require you to be voiced before you can do something inside the channel.
