Most likely yes .. that's a lot higher than most networks allow
check the raw 005 when you connect for MAXTARGETS
that is what the limit is .. I think you can get the raw 005
by typing /!raw version as well.
maxtargets also covers messaging multiple targets ..
/msg nick1,nick2,nick3 ...
/msg #chan1,#chan2,#chan3 ...
and so on.
