If it connected at one time and you can still connect via
web chat client .. maybe there are problems with some
ports .. try using alternate ports like 6666, 6668, 6669, 7000.
I would think if you can connect with web client you could
connect with mIRC since they both need the same ports.
Edit: Also, the problem may be that your admin has blocked
port 113 to incoming connections so ident isn't working?
