It's possible already

You need mIRC v6.16 + OpenSSL DLL files (libssl32.dll, libeay32.dll) either in mIRC directory or in the Windows system directory.
If the command
//echo -a $sslready shows $true, it means you can start an SSL connection by typing e.g.
/server radon.slashnet.org [color:red]+6697[/color]
