If you mean an on join greet to any user, that would be a chanserv option on the server youre on.
Example: -ChanServ- #channel :Welcome to #Channel .. This Channel is used for SCRIPT Testing.. Any Malicious Activity will get you Akicked! Msg. any Op for help!
As for your wb greeting, that has something to do with whatever script you are running.
