they would rather that the computers be used for ecucational purposes only and not for chating so is ther any other way.

Seriously though, yes there is but I won't tell you because it's all a matter of principle. If they have blocked the ports required to use IRC then their wishes should be respected. It's their network and they obviously feel that IRC usage will give rise to the propagation of bad files in one way or another.
