Under Options -> IRC > Options, how about:

Flash on: [ ] Joins [ ] Parts/Quits

And under Options -> Sounds:

Beep on: [ ] Joins [ ] Parts/Quits

It can be done with scripting, but I feel that it's a basic feature that might appeal to even those who aren't sophisticated enough to do it that way.

Imagine that on large channels, mirc would beep and flash constantly..rather annoying but I guess it would be ok for smaller networks.

hmm.. I guess for those who are on smaller networks wouldn't mind.

You think the flash on channel message doesn't do that already?
It's an option, hence - optional. People don't have to use it if they don't want to and it's nice, valid, simple request.
