Voicing and de-voicing is up to the ops (and sometimes to the half-ops too)... you should try and ask them the reason for your de-voicing. In file-sharing channels (which are frowned upon here, and which I have my reasons to guess it's what we're talking about here... if it's not, well, so be it) it's normally done by using a script, but even though, you have to ask the people in charge of the channel.
