Ask on that network's help channel.

You have a Services setting enabled in ChanServ to restrict channel ops from being given to users who aren't recognized as authorized.

Look at the following.

/msg ChanServ HELP SET SECUREOPS
/msg ChanServ HELP ENFORCE
