since QuakeNet denies /who results for entire network and only enables results for channels in which user is in...
is there a way to bypass this or it is fixed and cannot be altered?

I doubt you can bypass that with a script. The data is sent from quakenet and you can't fool the server into thinking you are in a channel that you're not in.
Perhaps if you could give a reason why you're trying to do it and what exactly you are trying to get out of it, there may be some other way to do what you want without bypassing it. If you're just trying to /who miscellaneous channels to find people or whatever, then I think you're out of luck.
And anything that would really bypass such security measures would not be allowed to be discussed here.

What isn't working with it? I placed that into the popups tab (not including the popup: line) and it seems to work just fine.

Hm. I don't have 6.03... why not use a newer version?
And, what isn't working? Is it coming up at all?
Can you display what you have in your popups for status or channel or wherever you're putting this?

it only gives me @Debug window with timestamps (-pt modes) and normally it shows debug messages
so it is normal debug window just without input box...

If you do /window -e @Debug from the command line, do you get a window with an edit box? I'm wondering if, perhaps, the -e was added after 6.03?

Your popup code works fine for me, in any popup location (status, menu, chan, etc) using mirc 6.03. Is it possible you have a /window alias somewhere that is causing problems.
