I think he wants it available via command, or at least in some friendly UI. I'm for improving the UI of window re-ordering, including making switchbar buttons draggable, if not via /command.
That's what I thought he had meant as well. Its what I had meant to ask for, but I'm not certain I explained it terribly well the first time around.
