Need some more information about your system before I can help you.
Operating system? Firewall type (Norton, blackice, etc...)?
Whatever firewall you may be using be sure to ALLOW access through those ports for DCC. ALSO make sure that you have the same ports configured in mIRC options (from the menubar go View -> Options... then follow to Connect -> Options -> Advanced button)
