Australia not long ago went into daylight savings time and thus our clocks went forward 1 hour.

The problem is mIRC still displays the old time. Even a clean copy of mIRC does it.

I have tried adjusting the clock and applying the time. Turning timestamps off then on again and it still displays at 1 hour behind the current time.

Confirming that...

I'm in Melbourne - we are normally GMT+10 but in summer we go to GMT+11. My Windows XP Pro clock is set to the correct time, timezone and automatic daylight saving adjustment.

In mIRC 6.12 timestamps and CTCP time is reported 1 hour slow - ie GMT+10 and not the correct summer time of GMT+11.

Using mIRC 6.12 on Windows XP Pro.
