The SAPI (Speech Application Programming Interfaces) 4 speech services in the Windows operating systems don't work this way. There is no built-in ability to auto-detect the language of a piece of text and then route it to a text-to-speech engine of that corresponding language...Instead, each separate SAPI 4 (and Microsoft Agent) application optionally allows the setting of the language for its own text-to-speech output... As the end-user of someone else's application, there may not be an option for you to select a particular language for text-to-speech output....Furthermore, if a Microsoft Agent application is written so that it does not specifically set any language for its text-to-speech functionality, the language of the text-to-speech engine used will default to the operating system language setting for the current user (assuming there is a text-to-speech engine in that language installed).
