In mIRC type:
//echo -a $os $version $beta $md5($mircexe,2) $file($mircexe).sig $script(0) $dll(0) $com(0)
Report the results of that line here.
Update: added $md5() and $file().sig to the above line.
I Like that echo.
Should be a procedure to paste it when ever a new report is been made.

I am not sure I understand your bug report. Can you be more specific? Can you describe a step by step method to reproduce the issue? If you connect to an IRC network with two copies of mIRC and send messages between them, are the messages delayed?
You can use the "/debug @debug" command to open a debug window that will show you in real time which messages mIRC is sending and receiving.
Unless you are using a script, mIRC will send all messages immediately and will display all messages the moment they are received.
Does this happen on all networks? Some networks will not allow you to see what's being said in a channel until you type something to prevent bots.
It seems to have been fixed after i updated to 7.05.
