I reside on an IRC server that allows the use of colors in a nickname. Inside a room where the individual has colors in his/her name the nicklist displays $chr(3) and $chr(1) in the nicklist however it does not parse it. This seems as if it would automatically color the nick therein. Given the /cline function. I would request the nick colors be parsed in the nicklist.

cline colours the line on a per line basis, afaik there's no way in a listbox to colour on a character by character basis unless mIRC did all text rendering by hand, which is unlikely to happen given how hard that is to do with unicode constraints.
