That's because it's a server command, not mIRC. Try /onotice

I beg to differ. If it was an ircd only command I wouldn't be able to use /wallchops on networks like DALnet.

Please note the server names. /wallchops is an ircd command on some ircd's .. but not ALL ircds.
Try for yourself. Go to DALnet, type: /quote wallchops, you'll get unknown command, that means the ircd doesn't support it. Then join a random channel, gain ops then type /wallchops #channel test and it will work, thus meaning that /wallchops is indeed a client command.
I was partly incorrect, I just found these in versions.txt. It seems mIRC has a built-in workaround for servers that don't support the wallchops command, for backward compatibility it just calls the onotice command, which has its own routines for dealing with non-support.
