In my theme i use $utfdecode()
However mirc seems to detect this as $decode and blocks it as it is locked by default within the options.

Is this a bug?

No - $decode was locked for a reason, i.e. basically as a prevention against obfuscation of malicious one-liners, and as the same can be done with $utfdecode, the same restrictions apply..
