On 1st time open Channel central for #some_chanel,
when press Escept or Invites, I don't get except or invites list. Channel central not alive. Reopen channel central: at bans list I see all except for #some channel.

its based on the fact that your IRCd supports +e and/or +I and if theres anything in the list ...
/mode #some_channel +e and you'll see what I mean
I find that when I open Channel Central for the first time on a channel, mIRC freezes when I try to select Excepts or Invites until I close channel central again. When re-opened, the Excepts/Invites (whichever I tried to select) are shown in the bans section, the excepts section and the invites section. This is reset when a mode is set again, and then it all works fine.
Edit: Using Unreal 3.2.4 if it matters.

On which IRC network does this happen? I tested the Channel Central dialog, pressing the bans/invites/excepts buttons, on irc.moocows.dk (unreal 3.2.2) and it all seemed to work fine.

Also, perhaps you can use /debug on and review the debug.log to determine if there is a difference in the data the first and second time (this might explain a problem, related to an UnrealIRCD version)
I was unable to reproduce a problem I'm afraid. I connected to iba.bynets.org (unrealircd 3.2.4), joined the largest channels, and clicked on the bans/invites/excepts buttons, opening and closing the channel central, and parting/re-joining channels. It all worked fine.
I also had the a debug window open and that showed no anomalies, the server correctly returned the bans/invites/exceptions lists each time...
Have you tried testing this with a newly installed, clean copy of mIRC, installed to an empty folder? Is it possible that you may be using a script that is causing the problem?

It's true. This bug take place when connecting with SSL.Testing with clean mirc. without SSL all works fine, with SSL - not correct
