cannot halt "* No one in your notify list is on IRC"

No matter what, if i try to halt the raws for this:

:real.mirc.gr 603 entropy :You have 0 and are on 0 WATCH entries
:real.mirc.gr 607 entropy :End of WATCH S

nothing happens.

also if i try on notify, nothing halts this message...


Please allow a way to halt this!
