Would it be possible to add the ability for a half-op to auto voice users in the control list.

hybrid can't do that
EFNET is used hybrid server
and hybrid can't combine +v and +h
if you have voice +v then someone take you to half-op +h
server will be devoice you first before gift you half-op
it wont' devoice you
and the halfoped user can talk in a moderated channel, so +v isn't really needed
what your server version ???
