Nit-picking cosmetic question. Where in 7.0 do I add a frame to switchbar buttons?

That option is no longer available - it was just far too retro :-) The buttons are now displayed in the same way as the standard windows interface for button lists.
If you select a background for the switchbar, it will display translucent buttons since otherwise the text might not be visible. That said, even Firefox does not display buttons when you select a background theme for it (although the theme does allow you to change the button text color). The main reason I added the translucent buttons was for backwards compatibility.

Switchbar buttons are still there. Only the frames were changed.

He's referring to the button styling, and the styling setting in question was called "Switchbar buttons".
