simply put:
needed. since com objects are held in the programs memory
and i HATE restarting mirc every time i update my dll's
(its not in my code ive been through it 50 times over)

its not a dll its a com object (unloading it via /comclose) doesnt completly close it im guessing it just removes it from the mirc internal hash or arraylist (whatever he uses) that doesnt officialy close it you need to flush it from the memory.
and as of right now the only way to do that is to restart mirc.

If you don't add this feature, all COM coders will rape you. It is such a f****** hassle to close and reopen mIRC every time we recompile our DLLs. We happen to recompile quite a bit while developing the DLLs. We have traced the problem so far and it IS mIRC that isn't completely closing the DLL. Please, just take 5 minutes out of your super busy day and add this feature.

Also take into consideration we'be been trying to have this problem fixed for what, a year now? We're so sick and tired. With our knowledge in .NET programming we could (probebly easially too) recreate mIRC and make it run faster than it currently does.... That would take months to do, but it could be done...

But basicly we're sick of this. We want a solution. We have hundreds of people who use our scripts and it takes us forever to do bug testing and patching because of this easy-to-fix problem. So just fix it and we'll be gone.
