I wanna make an IP notify for spammers and nicks i wanna kill , how can i do that?

Unless you're an oper, it cannot be done.

If I knew that I woulda said so on the spot. I'm not even entirely how opers can access some kind of "IP address notify list" - mIRC's only works with nicks.

if your useing SRVX you can do ?whois <nick> and it will give you there real IP address even given along with some other info

If you're an oper why not ban those IPs from the server/network?

Well if your running unreal and have the mode turned on for urself to see connections you can watch for server notices that say that ip is connecting
