I have a person logging into my channel canvassing my users to join his network. We keep on banning him but comes back with different IP or user name

* Joins: nickname (userid@address.ip)

The only constant is userid@

Can anyone please help with a ban to prevent anyone using the constant mutter. Getting desperate.
