what this switch does exactly?
the helpfile says it means that u specify a width and height but if u don't specify this switch u can put the w h anyway

Thats not what the helpfile says at all; the helpfile tells you exactly what it does:

f = indicates that w h are the required width and height of the text display area as opposed to the window size

If you don't specify -f the height/width specify the height/width of the entire window. That includes the text area, the titlebar, the border around the window, etc. If you do specify -f, then the height/width only specifies the height/width of the text area.
