No, I'm pretty sure you can't (open a compiled HTML file remotely). That would surely be a security issue.

However, you can (forgive me Khaled) right click in the help window and click view source. You can also "properties" and see a URL-like thingymasplooger: mk:@MSITStore:C:\Program%20Files\mIRC\mirc.chm::/sockets.htm#id_$sockbr

The stylesheet is at mk:@MSITStore:C:\Program%20Files\mIRC\mirc.chm::/default.css if you're curious.

edit: you will need to open that path in internet explorer, and perhaps the path to your mIRC might have changed if you allowed it to do so?
