Simple answer, No. Not unless you're an Oper on that particular network.
First of all it's depents from the O:Line on a server configuration, if you have the usermode that the server gives the ability to see who did a whois on you then you will see,
e.g: In some networks the usermode is +W with this usermode when a user/oper/admin will make an whois to you then a notice message will came to tell you the nickname,address,IP and more..
...and on every network I've ever been on, the whois flag is reserved for opers only, as stated in the first reply.
Five words: apply to be an oper. But that's not easier than you think.
Actually, applying to be an operator is relatively easy.. managing to get approval for operator status is (at best) more difficult, (at worst) impossible.
Hahahahaahah RoCk rules :P, It's would be nice to had this option manual into the IRC when using the /whois command to notice the other and tell him that you whois him :P
