I don't understand. You can't control what other people do on their own clients unless they use mIRC with scripts you wrote.

I released a highlight script that allows you to manage a list of nicks to ignore along with lists of channels to ignore and words to ignore.

Have a look if your interested at http://www.hawkee.com/snippet/4594/ . It also allows highlight logging, custom highlight messaging, custom beep configuring and more.
