I would like to know if anybody knows the first step in connecting mIRC and a compiler to where a dll can send commands to it and what the benefit is.

By "first step in connecting" you mean what mIRC sends to the server upon connecting? If so, try /debug @debug and see for yourself.
I have no idea about 2nd part of your question.. compiler? benefit?
Try looking into rfc 1459. It's the Internet Relay Protocol (or IRC). The first step in connecting is to have a socket connect to a irc-server. Once the connection has been made then you need to send 2 commands. USER and NICK. This can all be found in the protocol. Have fun.
I don't think I expressed myself properly, I want to know how I can make mIRC work with a dll, and what I mean by benefit is speed and how much faster it is than an mIRC script because I want to make a dll that is similar to my mIRC script but I want the speed advantages of a dll.
