Can I have it atleast tell me when someone whois's me ?

Nope, you cannot tell who or when someone is whois'ing you, there is an exception however:

1. You are a server administrator (run the server) and your server software (Unreal usually) supports such a feature.

Otherwise, you cannot.

It shows automatically as a server notice.
