write the message on the channel but only one person will see it...

/notice nickname msgHERE

or

/msg nickname msgHERE

The /msg command will open a query window in their mIRC (unless they have it set to do otherwise of course), but not on yours (until they reply). The /notice command is private and doesn't open another window.

You could say that about most things..

'/DCC Chat opens a dcc chat window' .. unless they have it scripted otherwise.

'/DCC Send attempts to send a file' .. unless they have it scripted otherwise.

'CTCP VERSION gets a version reply' .. unless they have it scripted otherwise.

'CTCP TIME gets a time reply' .. unless they have it scripted otherwise..
