when I use //mode # +b to get list of the bans, I got this message; you arent chan operator, it tries to ban $null (in exchange ircx server)..
well, how does mirc get ban list of the chan?

In the channel where you want to get the ban list, double click and voila - you will see the ban list. smile (This usually works even if you got a script on the go - depends on the script)

try just //mode # b without the +

Edit: This is also how mIRC retrieves the ban list.

When you open channel central, do you see the same
message? It's very likely you do and the banlist is empty
when you open it. If channel central shows the ban list,
type /debug @debug then part the channel, rejoin
the channel and open channel central, then look in the
@debug window to find how mIRC retrieved the ban list.
If it has an alternate method of retrieving the banlist, I
would like to know what it is myself.
