There is a very long topic regarding the 10053 error, that includes some options for fixing it. Not one fix has been found for this problem, but several possibilities do exist, and you can find them by reading this thread

1) You need to have more patience. Those of us that help on this board do so when we have the time.
2) Noting how you're getting a connection refused message, there's not much that we can do from this end. Rather the people you should be contacting for assistance is Gamesurge.

They have a Support Link on their website located here

Additionally on their main website is the following post

Bellsouth Glined - 07/14/2006 - Posted by Cradly

At approximately 5pm PST today all BellSouth hosts were blocked due to inaction by their abuse department. We are currently working with BellSouth support to resolve this issue. Once BellSouth addresses our abuse complaints with them, we will remove the block on BellSouth hosts.

Update 19:55pm PST:

We have removed the gline as BellSouth has assured us they are investigating our numerous abuse reports. We will readdress this issue early next week when they have had time to review and resolve the issues. Sorry for any inconvenience.

1) Your sure are a pecker head that tries to give advice, take it easy im only on here because 2 brains work better than one. I couldn't figure it out myself so I toke the time to register and get help.
2) You really did nothing for me I have tried the Above solutions and nothing, I did however contact gamesurge, once again they were no help in my issue. My pateince has grown thin because I have had this problem for sevreal weeks not just an overnight thing. So I would appreciate YOUR patience with me in resolving the issue.

Thanks,
Kevin Morris CEO .: Brainstorm Gaming
P.S. I have a business to run at that inculdes irc so could you please help a guy out!

1) Calling helpers names is not a good way to get further assistance from the helper or other helpers.
2) You had not indicated that this was an ongoing problem, so I was only able to reference the times of your postings Sun Oct 22 2006 07:20 PM and Sun Oct 22 2006 09:43 PM in regards to be patient.
3) Since this problem lies between your ISP, Bell South, and the Gamesurge network, there is nothing more that can be accomplished from the mIRC end.

If there is another helper that uses Bell South for an ISP, would they please try to connect to the gamesurge network and report back with their results? Being in Canada, I'm unable to check US ISP's for connection purposes.

Per the Gamesurge TOS:

I suppose I'll be called names as well ... basically what they're telling you in their Terms Of Service, is, if you can't connect for some reason, tough cookies. IRC is a free service (just in case you weren't aware of that), and as such, there is no guarantee of any kind that goes with it (especially if you were as nice to their people as you were to RusselB).

Why would you run a business on a medium that (as proven by your situation) can be unavailable or terminated at anytime? If you "rely" on IRC, you should be running your own IRC server on a hosted computer/connection that you pay for. That way, you could call your host, and since you are paying them, your complaints are more likely to be heard.

is it just me or did no one notice the fact that his mIRC is using his internal network IP instead of his WAN IP ?

maybe the problem lies in those settings...

Mine does the same thing, and I can connect to networks without any problem.

I dont even think it makes a difference if its the lan or the wan ip, as far as i can assertain its only used in DCCing after you have connected to the irc server anyway.

I would also assume if you had a dynamin wan ip, you wouldnt have a valid one in there between machine restarts anyway, so it would need to be resolved by the irc server you connect to, since thats how you get it, i cant see if would have ever caused problems connecting.

(reply more in general than directed specifcily)

Yes, it appears that you are attempting to connect from your local area address. The IP-address is a private IP-address, meaning that it can only be accessed by people from your local area network and NOT by people on the internet. You therefore cannot use this IP-address to connect to any IRC server on the internet.
It's possible that you have more than one IP address, which you may check by opening a DOS window and enter IPCONFIG/all. This will display all of the address on your system. You want the address with starts with 70.x.x.x, or 168.x.x.x.

Sam, please read DaveC's and genius_at_work's posts. It does *not* matter what IP is shown when trying to connect. That IP only needs to be correct if you plan on DCC'ing someone (DCC Send or DCC Chat).

The problem lies with the BellSouth ISP as was stated earlier by RusselB.
