Does anyone know why i keep getting this?Sometimes I can connect but most of the time its like that.

You might find this happening if you have a specific nickname, username, host, or gcos (realname) field set in mIRC that, that particular network does not approve of, or has banned for whatever reason.

Usually for either abuse, or because they are common settings for 'drones' or people infected with viruses/trojans and the likes.
