What does it really mean? What can I do about it?

hey dudes i got a server at home( an irc server) and it will only allow ten users to connec t i got a account and pointed it to my pc but it still wont let me have more then ten users i have changed the limit thing on the server to 500 but still if anyone can help out it would be great
