Excuse my ignorance but isn't that an IPV6 IP? I understand them to be hex but have never seen one.

There's no way to do it. You're either assigned an IPv6 address or you're assigned an IPv4 address, there is no conversion from one to the other.
how do you get assigned one?
By using an ISP that implements IPv6 addresses. Having an IPv6 address really isn't that great at the moment though, I mean a lot of programs don't even support IPv6.
