I guess you are trying to download mIRC. It doesn't really matter what location you choose, cause all of those locations contain exactly the same file. But choosing the one which is closest to you generally (not always) makes your download faster.

IRC means Internet Relay Chat. (And, btw, no one's pretty sure what the 'm' stands for ). Therefore, it is not aimed at file sharing/trading. Try using Google searching for "p2p software" or "p2p networks".
