when I typed in "!rules" it said that quote "You need to identify to a registered nick to speak in that channel" what does it mean and how do I avoid that message it happens every time I type in any type of !*command*.

On most networks you use NickServ to register your nickname. Type /msg nickserv help register and you should get sent help on registering with the network you use.

If that fails then go in the help or main channel of the network you are using and ask how to register there.
